§ Mr. AMMONWhen all factors are taken into consideration, including increased complements of cooks, appliances, etc., it is not considered that the introduction of the general messing system has effected an economy on Navy Votes, and the question of savings does not, therefore, arise, The system, however, is economical in itself, and where it is in force has resulted in an improved standard of messing to the benefit of the men.
