asked the Parliamentary Secretary to the Admiralty if, in view of the fact that certain moneys have been spent out of the canteens improvement fund in buildings which are the property of the Admiralty, he will consider the allocation of a sum in the next Naval Estimates to compensate the men of the Royal Navy for money which has been spent under a possible misapprehension arid which should have been expended for the improvement of their comforts in the men's canteens and messes?
