Mr. ADAMSONin such a case the reports on the conduct and capacity of the officer concerned, which are made for the consideration of the governor and the Prison Commissioners, are of a confidential nature, and I do not consider that it is in the interests of the prison service that the nature of any of the reports, whether favourable or unfavourable, should he made public.
