asked the President of the Board of Education whether any steps have been taken to encourage local authorities controlling technical schools to institute special vocational courses for the benefit of unemployed juveniles between 14 and 18?

Mr. TREVELYAN

The answer is in the negative. There is not, so far as I am aware, any experience to show that such special courses would be successful in the case of the class of persons mentioned, but if any local education authority is satisfied that the setting up of such courses is likely to be attended with success, any such proposals that they might submit would be sympathetically considered by the Board.

asked the President of the Board of Education how many local authorities have failed to take over the administration of choice of employment and unemployment insurance of juveniles as recommended by the Chelmsford Report?

Mr. TREVELYAN

In London and in 25 county boroughs the local education authority has decided not to exercise the powers in question. In 73 of the non-county boroughs and in 16 of the urban districts which are authorities for elementary education only, powers will not be exercised either by or on behalf of the county authorities, while in regard to 12 non-county boroughs and three urban districts the position is still uncertain. In the county elementary education areas of 46 counties the powers will not be exercised, and in one county the question is still under consideration by the authority.
