§ Mr. PENNYasked the Minister of Health whether he will consider the financing of his 2,500,000 housing scheme by the creation of a special series of inconvertible notes in such sums as may be necessary to pay the weekly wages of the operatives and the cost of building materials, providing only for the cost of land in sterling, with a view to carrying out recent suggestions which would have the effect of providing houses for letting free of all rent?
