asked the Postmaster-General whether he will consider amending the regulations as to printed paper rates so as to allow that, provided circulars are despatched in batches of 20 or more, no distinction will be made between typed copies or carbon copies of the same matter, in view of the very great inconvenience caused to traders and business people by the present regulations?

The printed papers post is intended primarily for printed matter. There is already difficulty in confining the cheap rate to packets which are properly eligible for it, and I regret that I am unable to make any further concessions.
