asked the Minister of Health whether he is prepared to repeal Article V of the Relief Regulation Order, 1911, which prohibits boards of guardians from making direct payments of rent; and, if not, will he give his reasons?

As my right hon. Friend has stated in reply to previous questions, he does not think it is desirable to rescind the regulation to which the hen. Member refers. The grounds for this decision can hardly be stated in the compass of a reply to a question, but I may say that among other objections to the direct payment of rent are the preferential position which might be secured by the landlords of persons in receipt of poor relief and the risk of abuse.
