§ Mr. GOSLINGI am not prepared to dispute with the Port of London Authority the propriety of their decision not to proceed at present with their original scheme for the construction of a deep water dock at Tilbury. Their decision was arrived at after prolonged consideration of all the circumstances of the case, and, according to my information, was not based on the assumption that the Bill to which my hon. Friend refers would be approved by Parliament.
