§ Mr. BETTERTONApplicants for unemployment benefit are required to attend at Local Offices of the Department whilst unemployed and each applicant is required to sign a declaration that he was unemployed on each day for which he receives benefit. No distinction is made in this respect between insurable and non-insurable work. Posters explaining the meaning of the word "unemployed" for the purposes of the Unemployment Insurance Acts and warning applicants against claiming benefit whilst in employment are prominently exhibited in the Local Offices. At each Employment Exchange there is also one or more Investigating Officers whose duty it is to enquire into the question whether the prescribed conditions for the receipt of benefit are fulfilled by applicants.
