asked the Minister of Health whether he is aware that a proposal has been made that the post-War houses on the London County Council estate in Tottenham should, for the convenience of the tenants, be let at inclusive rents as the pre-War houses are; and, in view of the fact that negotiations as to terms have been going on for the past two years between the London County Council, the Tottenham Urban District Council, and the Wood Green Urban District Council, without any signs of a settlement, whether he will now suggest to the local authorities concerned that they should either come to terms within three months or agree to accept the arbitration of his Department?

A conference was held at the Ministry of Health in July last at which the proposal referred to was fully discussed with representatives of the councils concerned, and the assent of my Department was promised if satisfactory arrangements were made for carrying it into effect. I have no power to require the adoption of the proposal. I will, however, communicate with the authorities again.
