§ Mr. BUXTONAfter a careful review of the case, I am satisfied that the withdrawal of these grants has discouraged co-operation among farmers in the hiring of stallions, and has otherwise proved detrimental to the heavy horse breeding industry. I have decided, therefore, to restore the grants so far as the direct subsidy to a society is concerned.
