§ Mr. SNELLasked the Secretary of State for the Colonies when the papers relating to the Ceylon constitution will be available; and whether the decisions arrived at will be submitted for the approval of the House before they become effective?
Mr. THOMASAn Order-in-Council providing for the constitution of the Legislative Council of Ceylon was issued on the 19th December last. The Order will be published in Ceylon very shortly, and will then come into effect. It will be published in this country in due course, and, pending its formal publication, I shall he glad to place a copy in the Library of this House.
