§ Mr. PONSONBYI will circulate in the OFFICIAL REPORT a list of the Treaties bilateral and multilateral to which this country and Russia are both parties and which have not been formally denounced. Which, if any, of these Treaties may be held to have juridically lapsed is a question which is engaging the careful attention of His Majesty's Government, and I am therefore not prepared at present to make any statement on the subject.
