§ Mr. PONSONBYI do not think that the step proposed by the hon. Member would be either possible or proper, but I hope that, with the return to normal and peaceful conditions and the sense of internal security, which is one of the objects of our recognition of Russia, the Soviet Government will find it possible to adopt the principle of religious toleration.
