Mr. WEBBThe assessment in each case was arrived at after consideration of the degree of cruelty, violence or maltreatment experienced by the claimant, including consequential injury to life or health, coupled, in some cases, with the period and conditions of forced labour. I may add that the terms of the Treaty of Versailles did not warrant any claim in respect of loss of time or loss of earnings during the period of internment, but allowance has been made for expenses incurred in respect of food and clothing.
