asked the Under-Secretary of State for India why the Government of India, who are responsible for painting and decorations in the new building at Delhi, are refusing to give work to Indian decorators of proved ability from the Bombay School of Art, whose work is exhibited at the British Empire Exhibition, even though these artists are applying to do the work at a very reasonable price, and although the Government of Bombay gives scholarships valued Rs.30 or £2 per month to artists under training whose sole means of livelihood is the scholarship?
