§ Captain TERRELLasked the Minister of Health whether he has considered under the housing schemes of the Ministry any stimulus to building which would be created by local authorities building houses and selling them to working-class tenants on the weekly instalment system; and whether his Department views with favour such a policy; and whether, in that case, he will consider the grant of a small bonus per house to each intending purchaser?
§ Mr. NEVILLE CHAMBERLAINI am certainly in favour of the policy of encouraging the purchase of houses by working-class tenants. Under the provisions of the new Housing Bill it will be open to a local authority to submit proposals to enable working-class tenants to purchase on the weekly instalment system houses built either by the local authority themselves or by private enterprise. It is contemplated that the whole of the subsidy given by the local authority and the Exchequer will reach the purchaser in the reduction of price of the house.
