§ Mr. WHEATLEYasked the Chancellor of the Exchequer if he is aware that Scottish brewers warned publicans at the week-end previous to the introduction of the Budget that there would be a reduction of the Beer Duty; that in some cases the exact amount of the reduction was stated; and will he explain how the brewers were informed of the proposed changes in taxation before Members of Parliament?
