§ Mr. STEPHENasked the Under-Secretary to the Scottish Board of Health what action the Government intends to take to adjust the dispute between education authorities and parish councils concerning Circular 51, which has prevented the supply of free meals and clothing to the necessitous children of unemployed parents; is he aware that there is considerable resentment at the delay which has occurred in this connection to the injury of the children concerned; and will he ask for a report from the Stirling school management committee regarding the death of a boy from want, and who had been refused relief because of Circular 51?
