§ Mr. BALDWINI presume that my hon and gallant Friend is referring to the expenditure authorised under the Empire Settlement Act. No special inducements are offered under that Act to agricultural labourers, and I understand that very few, if any, regular agricultural workers have taken advantage of the facilities afforded, although many of the emigrants drawn from urban districts have had some agricultural experience.
