§ Sir W. JOYNSON-HICKSAs a special concession and in the interests of overseas trade the rate of postage on printed papers in the foreign and colonial service was designedly left at the pre-War level when inland rates were raised in 1921. It is now slightly lower than the inland printed paper rate on packets exceeding 1 oz. I am not however at present in a position to make any statement about reduction of inland postage rates.
