§ Lieut.-Colonel LANE-FOX:The two salient differences between 1913 and 1922 are, first, that 1913 was a year of exceptionally good trade and regular employment, whereas 1922 was a year of exceptionally bad trade and irregular employment, and secondly, that in 1922 the working day was shorter than in 1913. I have no means of estimating the comparative weight of these two factors as causes of a reduction in the output per person employed.
