§ Mr. ORMSBY-GOREThe position is clearly set out in the Palestine Order in Council of 1922 to which I would refer the hon. Member. The relevent Articles are 19, 29 and 32. Under the Order, the Legislative Council is to consist of 22 members in addition to the High Commissioner. Of these 22, 12 are elected and 10 officials. The High Commissioner in his capacity as President of the Council is entitled to a vote and also to a casting vote in case of an equality of votes.
