asked the Under-Secretary of State for the Colonies how many votes, under the present scheme for the government of Palestine, can be recorded on the Legislative Council, exclusive of the High Commissioner's vote; whether the High Commissioner has any except a casting vote; and what is the percentage of voting power on the Legislative Council accorded to the electors of Palestine compared with that accorded to the official element?

The position is clearly set out in the Palestine Order in Council of 1922 to which I would refer the hon. Member. The relevent Articles are 19, 29 and 32. Under the Order, the Legislative Council is to consist of 22 members in addition to the High Commissioner. Of these 22, 12 are elected and 10 officials. The High Commissioner in his capacity as President of the Council is entitled to a vote and also to a casting vote in case of an equality of votes.
