§ Sir W. JOYNSON-HICKSBags have been used generally since 1910 and have proved more economical and convenient for the conveyance of parcels. Cases of damage reported to the Department are very few (less than one in 10,000), and those are mainly due to the low standard of packing used by the senders. I regret 2143W that I cannot see my way to resume the use of baskets, which would add largely to the cost of working the parcel post.
