§ Sir J. BAIRD:The general policiy of the Department is to put out to open competition all trading privileges in the Royal Parks. Mrs. Orford and her immediate predecessors were fully aware of this rule and were fortunate in retaining a vested interest for so long a period. She submitted an offer which was less than half that of the successful tenderer.
