§ Major BOYD-CARPENTERThe answers to both parts of the question are in the negative. Part of the ordnance has not yet been ordered and some of the existing plant capable of executing some of the orders that have been placed will remain idle, but no specific grant for their maintenance is being made from Public Funds.
