§ Mr. McNEILLThe reply to the first part of the question is in the affirmative. As regards the second part, I would refer the hon. and gallant Member to the undertaking given by the Soviet Government in the course of the correspondence recently laid before the House. I know of no form of guarantee for the observance of that undertaking that would be effective, but in the event of its violation, His Majesty's Government will be prepared to take appropriate action.
