JOYNSON-HICKSThe rate of pay of unestablished messengers, a class which includes men engaged on paper-keeping duties, is governed by an agreement, dated the 20th September, 1920, between the Treasury and the Workers' Union. A communication has just been addressed to the union as regards the matter referred to in the latter part of the question.
