BARLOWMen who served in previous wars but did not serve in His Majesty's Forces during the Great War are not regarded as ex-service men for the purpose of preference for employment on relief work. The preference to ex-service men on relief work was instituted largely in recognition of the fact that these men would be likely to have more difficulty in returning to their normal occupations than other men who had not served during the Great War.
