asked the Home Secretary whether he is aware that extravagance and financial irregularities prevail in the conduct of affairs of the special constabulary of Northern Ireland; whether he is aware that this is attributed in Northern Ireland to the fact that a large proportion of the expenses is provided by the English Exchequer without any control as to expenditure; and whether he will take steps to safeguard the interests of the English taxpayer and in the interests of the special constabulary of Northern Ireland?
