§ Mr. NEVILLE CHAMBERLAINAll relevant circumstances are considered in sanctioning the salaries proposed for1510W sanitary inspectors. I would point out, however, that the duties of sanitary inspectors as such do not involve the routine supervision of skilled artisans, that sanitary inspectors are paid yearly salaries and have some security of tenure, and that most of them receive a higher remuneration than is ordinarily earned by skilled artisans, even if they were continuously employed.
