§ Mr. BRIDGEMANThere are no Regulations governing the issue of Home Secretary's warrants for the opening of correspondence in the post, but it is recognised that such a warrant should not be issued except upon the strongest grounds, and before issuing a warrant I always consider whether such grounds exist in the particular case. There has been no departure from the established practice in this matter for many years.
