asked the Under-Secretary of State for Foreign Affairs what share the British Government intends to take in the relief of the remnants of Koltchak's army, now scattered over Northern Manchuria, especially Kirin Province, and who are now dependent on the relief they receive from the American Red Cross and the direct charity of the Chinese Government?

While His Majesty's Government sympathise with the plight of political refugees, whether in Eastern Europe or in Asia, they cannot undertake any fresh financial burden for the purpose of relief. His Majesty's Consul at Harbin has, however, been authorised to lend his good offices for the purpose of securing the return to their homes of a portion of the refugees at present in Manchuria.
