HOODasked the Under-Secretary of State for Foreign Affairs whether he is aware that, in contravention of the terms of the treaties between China and foreign Powers, the provinces of Chekiang and Fukien have imposed an ad valorem tax of 20 per cent. on imported cigarettes and that other provinces are contemplating the imposition of a similar tax; and whether he has made any representations to the Chinese Government on the subject, and, if so, with what result?
§ Mr. McNEILLThe answer to the first part of the question is in the affirmative, so far as the provinces of Chekiang and Fukien are concerned; I have no confirmation of the reports of intended similar action by other provinces. His Majesty's Minister has made strong protests to the Chinese Government against this illegal action of the provincial authorities, but no reply has yet been received. I am expecting further reports on the subject.
