§ Lieut.-Colonel JACKSONNo, Sir; I am not in a position to say what loss, or whether any loss, was made by these theatres during the years in question. Obviously, however, some of the transactions of a concern of this magnitude will result from time to time in losses, but such incidental losses must naturally be set against profits in the ordinary course of business. They are not chargeable to public funds.
