I am not aware of any document which could be described precisely in the terms used in the hon. Member's question. If the allusion is to the Indaba held in the Mattopos in October. 1896, the hon. Member will find an account of the proceedings on pages 76–77 of C. 8,547. Native regulations were subsequently promulgated and published in C. 9,138.
