asked the Postmaster-General whether, seeing that he has declared his willingness to recognise any duly-constituted association or federation of postal servants, he is prepared to recognise the National Federation of Postal and Telegraph Clerks?

The grades of Post Office servants whose interests the National Federation of Postal and Telegraph Clerks seek to represent have for some years past been represented by the Union of Post Office Workers, a duly recognised organisation, and my right hon. Friend does not regard the statement referred to, which was made by one of his predecessors in 1906, as placing him under any obligation to recognise a second organisation, a course which would, in practice, give rise to serious administrative difficulty.
