asked the Under-Secretary of State for Foreign Affairs whether the Treaty between the United States of America, the British Empire, France, and Japan definitely excludes the Northern portion of Saghalin from Japanese sovereignty and postulates the relinquishment by Japan of the maritime province?

There is no mention of Northern Saghalin in the Treaty. With regard to the second part of the question, the scope of the Treaty does not extend to the maritime province.
