Duncan Rhind from the temporary to the established staff was sanctioned, there were already employed on the staff of the Ministry of Pensions persons possessing accredited actuarial or accountancy qualifications; and whether there were in other Departments redundant established officers on scales of salaries similar to that now enjoyed by Sir Duncan Rhind?
