§ Mr. KELLAWAYThe special conditions applicable to the transmission of printed papers at the reduced rate of postage are set out in Statutory Rules and Orders, 1918, No. 584, and in the Post Office Guide. There is no provision for the transmission at the reduced rate of blank paper or cardboard. The admission of such articles would involve the admission of stationery, samples of paper, etc., and would mean a large extension of the special rate, which is designed for printed papers.
