PERCYasked the Under-Secretary of State for Foreign Affairs whether His Majesty's Government have communicated to the Soviet Government at Moscow any outline of the proposals in regard to Russian affairs which they contemplate bringing before the Genoa Conference; and whether they have any knowledge of the attitude which the Soviet Government intends to assume towards those proposals?
