§ Major HILLSasked the Secretary of State for War whether, considering the great fall in the value of horses, he can see his way to reduce the annual payments now being made by persons who are paying for Government horses by instalments?
§ Sir L. WORTHINGTON-EVANSThe answer is in the negative. There is a large demand for boarded-out horses even under the terms now in force, which do not provide that the horse shall ultimately become the property of the allottee. I see therefore no reason to suppose that the terms of certain earlier agreements, which do so provide and which are otherwise similar to the later ones, are unfair to the allottee.
