§ Mr. NEALTen of the officers in question were established civil servants transferred to the Ministry from the Board of Trade and other Departments, and one was an established officer of the Road Board. Of the remainder, 12 are experts transferred from the railway companies under Section 7 of the Ministry of Transport Act, 1919, and of these 11 are established.
