asked the Parliamentary Secretary to the Admiralty whether, inasmuch as the percentages of headmasters and senior masters, respectively, are still below the proper normal for the present strength of the officers of the schoolmaster branch, Royal Navy, he will recommend that promotions to these ranks be made forthwith in order to bring the percentages up to the correct normal?
