BENNasked the Parliamentary Secretary to the Ministry of Transport what steps he proposes taking to give effect to the principle embodied in Section 23 of the Highways and Locomotives (Amendment) Act, 1878, so far as it protects the ratepayers generally against being called upon to pay both the costs of ordinary and extraordinary traffic on the highways?
§ Mr. NEALThe Section referred to confers powers upon highway authorities enabling them to recover expenses in connection with extraordinary traffic in certain cases, and it is entirely a matter for them to take action in such cases as they may be advised.
