§ Sir R. CLOUGHasked the Minister of Health whether any boards of guardians have been, or are still, paying a scale of relief greater than the actual wages paid in the district to unskilled labour; whether in that case he can state what they are; whether this has been the case at Barrow-in-Furness; and what steps he takes to ensure that this premium on idleness is not permitted to exist?
§ Sir A. MONDThere are few cases in which there is any reason to suppose that the guardians give relief in excess of the wages earned locally by unskilled labour, and I am not aware that this has2106W been the case at Barrow-in-Furness. Whenever occasion requires the attention; of the board of guardians is drawn to the importance of preventing relief from becoming more attractive than work for wages.
