Mr. CHAMBERLAINThe procedure is that any fully self-governing State must make application for admission for consideration by the Assembly and must accept the conditions defined in Article 1 of the Covenant. There is no question of Russia having been denied admission to the League. No application has ever been received from Germany or Russia.
