§ Mr. AMERYThe position of engineer officers with regard to the exercise of command is laid down in Article 169, Clause 2, of the King's Regulations and1236W Admiralty Instructions, and Article 946, Clause 2, gives no authority beyond that contained in the previous article mentioned.
