§ Earl WINTERTONIf my hon. and gallant Friend will refer to the Report of the Debate in the Indian Legislative Assembly on the 17th February, 1921 (a copy of which I shall be glad to send him), he will see that the Government of India have made it clear that they have no intention of carrying out Indianisation by selecting junior provincial service officers for promotion over the heads of senior officers.
