§ Lieut.-Colonel STANLEYI am not aware that gratuities have been withheld from any persons who are entitled to them, but the hon. Member is presumably referring to writers engaged temporarily in connection with the late War. If so, I would refer him to the answer which I gave on this subject to my hon. and gallant Friend the Member for East Woolwich (Captain Gee) on 4th May.
